WINTER 2010 NEWSLETTER

GENERAL MEMBERSHIP MEETING: JANUARY 25, 2011 AT 7PM LADY BIRD CARDINAL ROOM.

FOLB CELEBRATES ITS 2ND BIRTHDAY JANUARY 1. 2009-2011 HAVE BEEN ACTIVE AND PRODUCTIVE YEARS.  WE WOULD NEVER HAVE PREDICTED TWO YEARS AGO THAT SO MUCH WOULD CHANGE AT LADY BIRD GOLF COURSE.  YOUR BOARD HAS HEARD AND ACTED UPON YOUR CONSISTENT MESSAGE:  WORK TOGETHER TO MAKE LADY BIRD AS GOOD AS SHE CAN BE. THANKS FOR YOUR SUPPORT AND CONFIDENCE.  WE CAN LOOK FORWARD TO DYANMIC CHANGES IN OUR BEAUTIFUL HILL COUNTRY JEWEL.

THE IRS HAS GRANTED FOLB TAX-EXEMPT STATUS. BECAUSE OF RECENTLY ENACTED CHANGES IN THE IRS CODE CONCERNING CHARITABLE ORGANIZATIONS, YOUR BOARD HAS ESTABLISHED FOLB FOUNDATION, INC, A WHOLLY OWNED SUBSIDIARY OF FOLB. FOLB FOUNDATION HAS BEEN GRANTED 501 c (3) STATUS AS A PUBLIC CHARITY AND IS ABLE TO ACCEPT FUNDS AND ALL MANNER OF GIFTS AND BEQUESTS.   THE DATE OF INCEPTION MIRRORS THE DATE OF ORIGINAL APPLICATION, NOVEMBER, 2008.  FOLB FOUNDATION WILL BE GOVERNED BY ITS OWN OFFICERS AND BOARD OF DIRECTORS WHO WILL REPORT TO THE FOLB BOARD.  THE FOUNDATION BYLAWS ARE ATTACHED FOR YOUR REVIEW AND WILL REQUIRE RATIFICATION AT OUR NEXT GENERAL MEMBERSHIP MEETING.

ANNUAL REPORT: IN COMPLIANCE WITH THE CITY COUNCIL RESOLUTION OF MARCH, 2009, FOLB SUBMITTED A DETAILED REPORT ON THE STATUS OF GOLF AND OF LADY BIRD GOLF COURSE.  THE REPORT INCLUDED A REVIEW OF CURRENT OPERATIONS AND PERSONNEL, FINANCIAL MANAGEMENT AND BUDGETARY PROCESSES, AND THE USGA RECOMMENDATIONS.  FOLB RECOMMENDATIONS FOR IMPROVEMENTS INCLUDED A CITY SPONSORED VISION/STRATEGIC PLANNING PROCESS, CONSIDERATION OF ALTERNATIVE MANAGEMENT SYSTEMS, AND IMPROVED FINANCIAL CONTROLS.  OTHER RECOMMENDATIONS INCLUDED AUTHORIZATION OF BOTH A USGA SURVEY OF GOLF COURSE OPERATIONS AND A PGA SURVEY OF CLUB HOUSE OPERATIONS  COUNCIL HAS ACCEPTED THE FACTUAL BASIS OF THE REPORT AND PUBLICALLY THANKED FOLB FOR BRINGING THE INFORMATION TO COUNCIL’S ATTENTION.

CITY GOLF COMMITTEE: COUNCIL ELECTED A MORE LIMITED SCOPE,  CREATING AN AD HOC COMMITTEE CHARGED WITH CREATING A JOB DESCRIPTION FOR THE POSITION OF DIRECTOR OF GOLF AND OFFERING GUIDANCE ON FUTURE RECONSTRUCTION ONLY.  THE COMMITTEE MEMBERS APPOINTED BY COUNCIL WERE:  JERRY FISCHER, DAVID HOLKE, DENNIS KUSENBERG, ANN ARMENTROUT, DANITA JERREAU, EMIL HALE, AND EDWIN DICKENS.  EX OFFICIO MEMBERS WERE GARY NEFFENDORF AND BRIAN JORDAN.

THE COMMITTEE RECOMMENDED THAT THE CITY CONTRACT WITH THE PGA PROFESSIONAL EMPLOYMENT PROGRAM TO DETERMINE OUR LOCAL NEEDS AND ASSIST WITH SOLICITING AND SCREENING APPLICANTS.  WITH REGARD TO RECONSTRUCTION, THE COMMITTEE RECOMMENDED THAT THE CITY RESURFACE THE EXISTING GREENS RATHER THAN UNDERTAKE THE PLAN SUGGESTED BY MR. JEFF BLUME, THE GOLF COURSE ARCHITECT SELECTED EARLIER THIS YEAR.  PRIOR TO RESURFACING THE GREENS, THE CITY WAS ADVISED TO CONTRACT WITH PROFESSIONAL AGRONOMISTS TO OBTAIN CORE SAMPLES OF THE EXISTING GREENS.  THESE CORE SAMPLES WILL PROVIDE THE INFORMATION NEEDED TO DECIDE WHETHER THE GREENS MUST BE TOTALLY REBUILT (USGA GUIDELINES) OR WHETHER LESS COSTLY RESHAPING WOULD BE POSSIBLE.

ELECTION OF BOARD OF DIRECTORS:

FOLB, INC: THE BYLAWS STIPULATE THAT THE BOARD OF DIRECTORS BE ELECTED BY THE GENERAL MEMBERSHIP.  IN TURN, THE BOARD OF DIRECTORS ELECTS THE OFFICERS.  THERE ARE TO BE 7-10 BOARD MEMBERS, EACH WITH 3 YEAR TERMS.  BOARD MEMBERS MAY SERVE TWO CONSECUTIVE TERMS.  EIGHT CURRENT MEMBERS WISH TO REMAIN ON THE BOARD OF DIRECTORS.  PLEASE CONSIDER WHOM YOU WOULD WISH TO REPRESENT YOU SEND YOUR NOMINATIONS TO FOLB@gmail.com.  PLEASE OBTAIN PERMISSION FROM YOUR NOMINEE TO BE SURE THAT HE/SHE WISHES TO SERVE.

FOLB FOUNDATION, INC: THE BYLAWS STIPULATE THAT THE BOARD OF DIRECTORS BE THE SAME AS FOR FOLB, INC, EXCEPT THAT THE ACTIVE MEMBERS SHALL ELECT ONE DIRECTOR TO THE FOLB, INC BOARD OF DIRECTORS TO SPECIFICALLY REPRESENT FOLB FOUNDATION, INC.  THIS BOARD MEMBER WHOSE TERM IS THREE YEARS CAN BE ONE OF THE 7-10 MEMBERS OF THE FOLB, INC. BOARD.  THE DULY CONSTITUTED FOLB FOUNDATION, INC. FUTURE DIRECTION: EVERY ORGANIZATION SHOULD RE-CONSIDER ITS MISSION AND GOALS.  FOLB CURRENTLY FUNCTIONS IN THREE DIFFERENT ARENAS:

  1. ADVISORY ORGANIZATION PROVIDING IDEAS, RECOMMENDATIONS, PARTNERSHIPS, AND SUPPORTING RESEARCH TO THE DIRECTOR OF GOLF TO CONTINUOUSLY IMPROVE LADY BIRD JOHNSON GOLF COURSE FOR RESIDENTS AND VISITORS
  2. REQUIREMENT TO PRESENT ANNUALLY TO CITY COUNCIL A REPORT ON THE STATUS OF GOLF IN OUR COMMUNITY
  3. PUBLIC CHARITY CAPABLE OF RECEIVING TAX EXEMPT FUNDS FOR IMPROVING AND ENHANCING THE GOLF EXPERIENCE, PROVIDING EDUCATIONAL OPPORTUNITIES, RESEARCHING AND RECOMMENDING ENVIRONMENTALLY SOUND GOLF MANAGEMENT PRACTICES, AND FACILITATING INTERATCTION WITH OTHER ENTITIES AND ORGANIZATIONS FOR EDUCATIONAL PURPOSES

YOUR FOLB BOARD HAS BEEN VERY ACTIVE.   DURING THE PAST YEAR WE HAVE BEEN INVOLVED IN PURSUING THE MISSION AND VISION OF OUR ORGANIZATION:

TO HELP PROVIDE THE BEST AFFORDABLE GOLF EXPERIENCE FOR RESIDENTS AND VISITORS.

OUR BOARD HAS MET WITH GOLF COURSE STAFF REGULARLY, PROVIDED RECOMMENDATIONS AND RESOURCES TO CITY MANAGEMENT AND GOLF COURSE STAFF, PARTICIPATED IN THE CITY/COUNTY AIRPORT AVIGATION ISSUE, WRITEN ARTICLES FOR THE VISITOR’S GUIDE, PROVIDED AN OP ED PIECE AND OTHER NEWSPAPER ARTICLES FURTHERING OUR POSITION ON LADY BIRD.  WE HAVE PARTICIPATED IN THE JUNIOR GOLF PROGRAM AND SPONSORED TWO PUBLIC MEETINGS WITH FIRST TEE.  WE SPONSORED A WELL RECEIVED SEMINAR CONCERNING THE RIPARIAN ENVIRONMENT OF LIVE OAK CREEK AND, HAVE BEGUN A PARTNERSHIP WITH THE NATIVE PLANT SOCIETY.  MORE RECENTLY, WE HELPED ORGANIZE SUPPORT FOR MAINTENANING HOT FOOD SERVICE IN THE RED BIRD GRILL.

  1. ANNUAL REPORT:

FOLB COMPLETED THE FIRST ANNUAL REPORT ON GOLF OPERATIONS AT LADY BIRD AND PRESENTED IT TO CITY COUNCIL SEPTEMBER 6.  THE REPORT INCLUDES OVER 25O PAGES OF OBSERVATIONS, RECOMMENDATIONS, AND SUPPORTIVE MATERIAL.

BASIC OBSERVATIONS:

  • LADY BIRD REPRESENTS A BEAUTIFUL GOLF LAYOUT WITH GREAT POTENTIAL
  • THERE SEEMS TO BE AMPLE MONEY IN THE BUDGET TO PROVIDE MUCH BETTER PRODUCT AND SERVICES.
  • THERE HAS BEEN INCONSISTENT RESPONSE TO THE RECOMMENDATIONS FROM AUTHORITATIVE SOURCES (USGA, GCSSA)

SUPPORT FOR OBSERVATIONS:

  • USGA RECOMMENDATIONS, JOB DESCRIPTIONS FOR KEY GOLF COURSE STAFF POSITIONS, INDUSTRY STANDARDS FOR GENERAL TURF CULTURAL PRACTICES, GREENS AND GREEN SURROUNDS INCLUDING BUNKERS.
  • INDUSTRY STANDARDS FOR FINANCIAL CONTROLS
  • COMPARATIVE LITERATURE CONCERNING OPERATIONS AT OTHER MUNICIPAL GOLF COURSES IN OUR REGION
  • FOLB RECOMMENDATIONS TO CITY COUNCIL:
  • DEVELOP A VISION AND LONG TERM OPERATION GOALS
  • CONSIDER THE VALUE OF LADY BIRD IN LIGHT OF QUALITY OF LIFE FOR RESIDENTS AND VISITORS AS WELL AS A RECRUITMENT TOOL FOR BUSINESS ANDOPPORTUNITY FOR SUPPORTING TOURISM
  • RECONSTRUCTION AT LADY BIRD SHOULD FOLLOW DETERMINATION OF GOALS
  1. CITY/COUNTY TREE ISSUE:

THE CITY AND COUNTY AGREED ON THE VALUE OF AN AVIGATION EASEMENT.  THIS EASEMENT FULFILLS THE FAA REQUIREMENTS AND WILL ALLOW THE AIRPORT TO CONTINUE TO GROW.   THE CITY RECEIVED FAIR VALUE FOR THIS EASEMENT AND HAS PLEDGED TO USE THE MONEY ($550K) TO IMPROVE THE GOLF COURSE.  THE CITY HAS RECEIVED $300K AND WILL RECEIVE THE FINAL $250K IN 2011.   THOUGH THE “TREES” WERE THE FOCUS OF ATTENTION, THE VALUE OF THE AVIGATION EASEMENT HAD LITTLE TO DO WITH THE TREES SPECIFICALLY.

  1. RECONSTRUCTION PLANS:
  • THE CITY HAS HIRED JEFF BLUME AS GOLF COURSE ARCHITECT.  JEFF DESIGNED THE “NEW NINE” IN 1991.  HIS IDEAS FOR RECONSTRUCTION INCLUDE:
    • CONSTRUCTION AND RE-ROUTING SEVERAL OF THE HOLES ON THE FRONT NINE
    • CHANGING THE CURRENT FRONT NINE TO THE FUTURE BACK NINE
    • REPAIRING THE IRRIGATION SYSTEM, BUNKERS AND CART PATHS THROUGHOUT THE GOLF COURSE

HE HAS TOLD COUNCIL THAT THESE IMPROVEMENTS SHOULD BE COVERED BY THE AVAILABLE BUDGET OF $550K.  CONSTRUCTION AND GROW IN WOULD TAKE ABOUT 6 MONTHS.  DURING THE CONSTRUCTION, THE BACK NINE WOULD BE OPEN FOR PLAY.  MR. BLUME SUGGESTED THAT THIS HIATUS IN PLAY WILL ALLOW GOLF COURSE STAFF THE OPPORTULNITY TO IMPROVE CULTURAL PRACTICES AND OTHER INFRASTRUCTURE ON THE BACK NINE.

MARKETING SURVEY

  • UTSA COMPLETED AN ANALYSIS OF FOUR MONTHS OF SURVEYS CONDUCTED AT LADY BIRD OVER THE SUMMER OF 2009.  THE SURVEY WAS TARGETED AT VISITORS.
  • SURVEY FINDINGS:
    • GENERAL APPROVAL OF THE GOLF EXPERIENCE
    • MEN MORE CRITICAL OF THE GOLF EXPERIENCE THAN WOMEN
    • GENERAL APPROVAL OF GRILL EXPERIENCE
    • AREAS FOR IMPROVEMENT:
      • BETTER QUALITY AND SELECTION OF PRO SHOP MERCHANDISE
      • INCREASE MARKET SHARE FOR WOMEN AND JUNIORS
      • LEARN MORE ABOUT NEEDS OF MEN VISITORS
